A delegation of the Delhi-based Human Welfare Foundation called on Chief Minister of Delhi Sheila Dikshit on October 24 and offered to set up and manage a primary school, a dispensary and a vocational technical school on public-private partnership (PPP) basis at Badarpur Khadar Village in Karawal Nagar constituency area of North-East Delhi, which lacks basic facilities, including power and drinking water supply. The delegation, led by Foundation Chairman Saiyid Hamid, also submitted a memorandum to the Chief Minister stating that it visited the village on October 19 after a report in an English language daily The Hindu (October 11) exposed the total lack of primary civic amenities in this village.
“This village does not have roads, electricity, school, dispensary, fair price shop and even NREGA Scheme. Most of the children and women reportedly are affected by dust allergy. These poor people have become destitute in their own home land,” the memorandum said.
The Foundation will set up these institutions if the government provides two acres of land, electricity, sanitation and BT approach road to the village, the memorandum added.
The delegation offered to adopt the village so as to provide the area with necessary facilities of healthcare, education and other basic infrastructure, which the area is lacking. The chief minister expressed her shock and ordered the area SDM to look into the matter and submit a report at the earliest.
The delegation also informed the chief minister about the under construction Al-Shifa Multi-specialty Hospital (a Vision 2016 project) which is due for inauguration in 2010. It is to be noted that ‘Vision 2016’, is an ambitious plan to transform the social landscape of the country. It focuses on education, health, economic upliftment, empowerment of women and disaster management. Members of the delegation were Mr. Muhammad Jafar, Vice Chairman HWF and Prof. K. A. Siddique Hassan, General Secretary HWF, Mr. Athar Kareem Qidwai and Mr. Saleemullah Khan.
