In all Muslims 21, Handicapped 30, Women 195

Shah Faesal, a doctor from Kashmir, has topped the list of 875 candidates who have cleared the Civil Services Exams held in 2009/2010. It is the first time that a boy from Kashmir has topped. His father Ghulam Rasool Shah, a school teacher in a village of Kupwara District, was killed by unidentified assailants in 2002 while he was preparing for his Medical Test. His widow mother brought him up with her school teacher salary. Faesal has turned into an icon for all Indian Muslims, and especially for Kashmiris. We congratulate him and his mother for the fiat.
However the sad side of the story is that the total number of successful Muslim candidates is only 21. This makes a meagre share of 2.4%. The population of Muslims in the county is estimated to be more than 14%. Strangely even physically challenged candidates are better placed than Muslims. A total of 30 physically challenged candidates have been declared passed. Among them 14 are orthopedically challenged, five visually-impaired and 11 hearing-impaired. Their total share comes out to be 3.44%. The number of female candidates is more than ten times than that of Muslims. In the merit list only 4 Muslims are among first 100 while there are 10 women in first 25.
A total of 680 male and 195 female candidates have been recommended for appointment to the prized Indian Administrative Service, Indian Foreign Service, Indian Police Service and other central services. Prakash Rajpurohit, a BTech from the IIT Delhi, has bagged the second position while Ms. Iva Sahay from the JNU has secured the third position. Ms. Sahay is the topper among women candidates.
The number of vacancies reported by the Government for the Indian Administrative Service is 131 (66 General, 38 Other Backward Classes, 18 Scheduled Castes and 09 Scheduled Tribes); for the Indian Foreign Service is 30 (15 General, 10 Other Backward Classes, 01 Scheduled Castes and 04 Scheduled Tribe); for the Indian Police Service is 150 (77 General, 39 Other Backward Classes, 21 Scheduled Castes and 13 Scheduled Tribes); for the Central Services Group ‘A’ is 582 (298 General, 159 Other Backward Classes, 81 Scheduled Castes and 44 Scheduled Tribes) and for Central Services Group ‘B’ is 96 ( 57 General, 27 Other Backward Classes, 06 Scheduled Castes and 06 Scheduled Tribes). This includes 30 vacancies for Physically Challenged candidates.
