Though the UPA government had revoked POTA in 2004, four Muslim youths of Rampur district are still languishing in jail under POTA. The four youths namely Jawed, Maqsood, Mumtaz and Taj Mohammad were picked up by Special Task Force from Rampur on the charge of passing secret information to Pakistan on August 2002. Having been failed to recover any such type of documents from their possession, the STF charged them with anti-nationalism and war against nation like charges and put them behind bars.
The Union Government had formed a state level review committee under Justice Naseemuddin in 2004 to look into the cases of POTA in the state. Justice Naseemuddin after going through the case of Union Government versus Mumtaz, had written to the then Home Secretary of Uttar Pradesh to discharge them from all the charges including POTA. Later, Mumtaz was freed but his three friends are still facing the same. While in another case Raja Bhaiya and his father who were arrested in 2002 with two AK47, one AK56, two star thirty pistols and pencil time bomb were freed from POTA charges after recommendation of the review committee.
