The delay in getting army to step in holds the key to Assam State Government’s sinister policy to fish in the muddle waters and using carrot and stick approach, prepare for the next elections. It is downright a criminal act, when State itself by its acts of commission or omission, is directly responsible for deaths, destruction and mass exodus due to ethnic cleansing. Those responsible for the security, either in the state or at the centre, should be made to resign and stand trial.
