Burkina Faso Overhauls Public Spending, Consolidates Numerous Funds into Four

Burkina Faso’s Council of Ministers has approved four decrees reorganising dozens of public financing structures into four consolidated funds. The overhaul is designed to simplify the public finance system, eliminate redundancies, and strengthen the management of resources.

The Burkinabe Fund for Economic and Social Development (FBDES) will replace fragmented agencies, bringing together national and international resources intended for economic projects. Its role will be to coordinate government development programmes and improve monitoring of financing granted to beneficiaries.

The Fund for Support to Sport and Private Media (FASP) merges the former National Fund for the Promotion of Sport and Leisure with the Fund for Support to Private Media. It will finance initiatives in sports and leisure, as well as activities of private media outlets. The aim is to provide a single support structure for these sectors.

The Fund for Support to Education and Research (FOSER) brings together three former funds under one framework. Its mandate is to finance training, research, and innovation.

The Fund for Social Assistance and National Solidarity (FASSN) will support vulnerable or distressed populations. It will finance humanitarian assistance, access to justice, and basic social protection.

The government aims to create a unified tool for managing social emergencies and responding to the needs of the most vulnerable groups.
