It will not be proper on any ground for the United Nations General Assembly to pass a resolution declaring a moratorium on executions of capital punishments worldwide. The initiative taken by some countries needs to be given up. No country or organisation should interfere in the internal affairs of any other country as every country needs the laws it requires for its peace, progress and prosperity. It is for a country to decide whether it should adopt or give up capital punishment.
Death penalty is a debatable subject. Although it appears to be a barbaric act, its necessity is very much felt to deal with the hardcore criminals who commit crimes like bomb blasts, rapes, mass killings, etc. and also to make the people law abiding citizens. The time is certainly not ripe for abolition of death penalty. However there should be strict vigilance and modalities to set right a wrong verdict and see that no innocent person suffers.
