Citizens for Justice and Peace has filed a detailed complaint before the Chief Electoral Officer of Bihar against BJP MP Ashwini Kumar Choubey. The complaint says he delivered an election speech in Pirpainti, Bhagalpur, that targeted Muslims and violated several election and criminal laws. The speech took place on Nov. 9 while the Model Code of Conduct was in force.

CJP says the speech meets the threshold of hate speech. It recorded how the MP collapsed the difference between citizens and non-citizens through statements that framed Muslims as a demographic threat. It notes that the remarks came in a constituency with a mixed population and a history of tension. The organisation warns that such language harms public order and shifts attention away from policy issues.

The complaint lists violations under the Representation of the People Act. These include sections that prohibit religious appeals, intimidation of voters and promotion of enmity. CJP has asked the EC to register an FIR, stop Choubey from campaigning and issue a public censure.
