The Special Cell of Delhi Police, on 22 March, arrested Syed Liyakat Ali Shah from a hotel in Delhi and claimed to have foiled a ‘Mumbai-like terror attack’ in the city. But, soon after his arrest the Government of Jammu & Kashmir issued a statement and said the arrested person is a surrendered militant and is a beneficiary under the state government’s scheme to rehabilitate ex-militants. So far around 200 militants have surrendered and are getting benefit of the scheme. The Chief Minister of the state said the security agencies have been already informed about the surrender of Shah and have been asked to help him reach safely to the state.
