The book, “Framed, Damned, Acquitted: Dossiers of a ‘Very’ Special Cell” released recently by the Jamia Teachers’ Solidarity Association uncovers the modus operandi of the Special Cell of Delhi Police, which has so far claimed to have arrested many terrorists and fundamentalists who were planning to wreak havoc in India. The book mentions 16 cases along with the details of how false charges were levelled against innocents and how the court gave the judgment in favour of the victims while reprimanding those who fabricated and concocted the stories. The sad part is that not a single officer guilty of falsely implicating the youths faced criminal proceedings. Out of the 16 cases, 15 are related to the Special Cell of Delhi Police.

The report takes a dig at those who in some way or the other believe the manufactured stories of the police and argue that if the police are claiming then obviously there must have been some truth. This report breaks the notion of everything-cannot-be-a-conspiracy and in a very succinct and clear-cut manner presents the picture of the communal and inhumane nature of our security agencies. The big names like HUJI, Lashkar-e-Toiba, Al Badr, etc., are involved and the innocents youths are accused of being associated with them, however in reality, in most cases the accused themselves did not know, for a very long time, what their crimes were and in which case they had been implicated.

In the end there is a letter, which was written to PM by Irshad Ali, an ex-informer, from Tihar which lays bare the activities of the Special Cell. Excerpt:

…Special Cell will take two Kashmiris from the SoG of J & K Police and in exchange gives them two persons from this side, who are killed in Kashmir branding them Pakistanis. Since they never get recognised and local people also show indifference, police stories look credible.

In the recent past there has been a lot of hue and cry about the Special Cell’s work, however this book provides concrete evidence of their inefficiency and inhumanness, which in fact is doing only disservice to the nation. This book is good for all – be a common man, a student or a researcher.
