This refers to the column “Fake Encounter” (Radiance 23-29 June). The writer has rightly said that no institution to counter terrorism can be effective unless the very practice of intelligence officers to find an easy scapegoat changes. Keeping in mind the ultra-communal mindset of Indian citizens including high-ups and hijacking of Investigating Officials, more than one ‘independent agency’ to investigate serious cases like that of blasts is the need of the hour so as to ensure justice to the accused. The NIA has well proved this idea and because of this the CBI dared to sue one of the senior IB officers over fake encounter. In fact, it is a tough task to institute more than one enquiry in a single case but the same is needed for transparency and to change the communal mindset at least among high-ups. It will also help retain people’s faith in judiciary.
