After Rajya Sabha witnessed marshalling out of seven Parliamentarians because of their unruly behaviour in opposing the massive-supported Women reservation Bill, it was repeat at Kashmir Assembly where two MLAs had to be marshalled out for reaching to well of the House and misbehaving with the Speaker. It is against all democratic norms and public interest when unruly behaviour of legislators wastes huge public-money on frequently adjourned sittings of legislative bodies. It is high time that behaviour of Parliamentarians and state-legislators during House-proceedings may be brought under normal law of land. It may be recalled that state-legislatures like Tamilnadu state-assembly witnessed even blood baths because of proceedings of elected Houses being immunised from law of land. If such immunity continues, day may not be far when quarrels between members may even turn fatal. It is regrettably observed that chairpersons and House-committees are often soft in action against unruly behaviour of their members.
Misused immunity patronised even bribe-taking MPs when even the Supreme Court acquitted Parliamentarians involved in infamous JMM-bribery case because bribed act of Parliamentarians (to vote for Narasimha Rao government) was immunised being the act done during Lok Sabha proceedings.
