The centre’s plan to set up five minority universities seems to face cold waves as the report of Thorat Committee, instituted to prepare a feasibility report for the same, termed the proposal unconstitutional. The 7-member committee headed by former chairman of the University Grant Commission, SukhdevThorat, said in its report that the Parliament cannot pass an Act to set up a minority university with public money. The committee has cited the examples of Aligarh Muslim University and JamiaMilliaIslamia which are facing litigation on the same account. The report reads, “India being a secular state, it cannot differentiate between majority and minority.” The committee further suggested that the five institutions can be set up as Central Universities with their focus on minorities.
