It refers to Prithviraj Chavan now resigning on 6th May 2011 from his Rajya Sabha membership after he was sworn in as Maharashtra Chief Minister in November 2010. Such continuing of dual membership both in Parliament and state-legislature is not proper. It is beyond understanding why simple reform of automatic termination of membership of Parliament after taking oath as a minister (or Chief Minister) in a state, and vice-versa, is not affected. It was the single controversial vote of the then Orissa Chief Minister Girdhar Gomango who rather misused his wrongly continued membership of Lok Sabha to pull down Vajpayee government to drag nation in costly mid-term elections.
Also since a person cannot represent two constituencies at a time or become a member of both Parliament and state-legislature simultaneously, a person must not be allowed to contest from more than one constituency or for both Lok Sabha and state-assembly. Rather a sitting MP must resign from his/her seat before filing nomination for any other House, and vice-versa.
