The Government of Uttar Pradesh, on 19 August, refused permission to the activists of Vishwa Hindu Parishad to visit the site of Babri Masjid at Ayodhya in Uttar Pradesh, citing law and order problem. The VHP was planning a yatra (journey) in the name of Chaurasi Kosi Parikarma Yatra on 25 August. It has also issued arrest warrant against 70 leaders of the VHP. The yatra was proposed to go through six districts of the state namely Faizabad, Bara Banki, Gonda, Bahraich, Basti and Ambedkar Nagar. The SP leaders blamed that the VHP was trying to regain its base in Uttar Pradesh through its political gimmick. In his letter to the Chief Minister of Uttar Pradesh on 10 August, Ashok Singhal, national president of VHP, wrote that they wanted to build a huge temple at the place where Babri Masjid was once situated.
