The United States has announced the start of phase two of its plan aimed at ending Israel’s war on Gaza, shifting focus from a ceasefire framework toward demilitarisation, transitional governance, and reconstruction of the devastated Palestinian territory.
US special envoy Steve Witkoff said the second phase would establish a temporary administrative body to manage Gaza and oversee rebuilding efforts. He stated the plan envisages full demilitarisation of the enclave alongside a technocratic governing structure tasked with civil administration. Washington also reiterated its demand for the return of remaining Israeli captives’ remains, warning of consequences in case of non-compliance.
The announcement comes amid fragile ground realities. Gaza authorities have reported repeated Israeli violations of the ceasefire since October, including deadly attacks and continued restrictions on humanitarian aid. Hundreds of Palestinians have lost their lives during this period, while essential supplies remain blocked, deepening the humanitarian crisis.
Hamas has earlier indicated readiness to step away from daily governance responsibilities under a transitional arrangement. However, questions persist over the authority, composition, and independence of the proposed governing body. Uncertainty also surrounds the reconstruction process, with large parts of the Gaza Strip and West Bank reduced to rubble and basic infrastructure destroyed.
