Washington Summit Sans Substance

The Summit has given more strength to the US and other Nuclear Powers, without solving the problems of Nuclear Proliferation and without paving the way for total disarmament, observes DR. S. AUSAF SAIED VASFI

The 2-day Nuclear Security Summit, attended by 47 nations, organised by the United States at Washington, ended on April 15, with the adoption of a short communiqué and a long plan. The cavalcade took the observers to 1945 when a conference of similar magnitude had been organised to found the United Nations, now a handmaid of the United States. By all accounts, it was an impressive show and a gigantic photo opportunity, a weakness of the great. But something was amiss, something was really missing, that goes to make a world meet historic, epoch-making, and path breaking. In common parlance, that something is called “substance” or “core” or “raison d’etre”.

BASIC QUESTION

Nobody cared to delve deep into the question why the mindless terrorists are in search of Nuclear Power? Why the foolish suicide bombers are bent upon reducing themselves and other innocents to smithereens? What, on earth, is the reason behind the senseless bloodshed and what not?

What is in the communiqué and the plan of work? To quote from Mr Siddhartha Vardarajan’s reportage in The Hindu of April 16: Unlike most nuclear documents springing from the Nuclear Non-Proliferation Treaty System, the Washington Communiqué makes no legal distinction between nuclear weapon states and the rest. Nor is there any reference to the NPT. Instead, it reaffirms the fundamental responsibility of states consistent with their international obligations, to maintain effective security of all nuclear materials. These materials are defined as including “nuclear materials used in nuclear weapons and nuclear facilities under their control”. There is no reference in the document to UN Security Council Resolution 1887 on Nuclear Security or Non Proliferation passed last year. But the communiqué and work plan have words of support for the G–8 led Global Partnership against the Spread of Weapons of Mass Destruction.

The point is: Are the absence of any legal definition of nuclear weapon states or reference to NPT or the 1887 UN resolution or support or non-cooperation with the G-8 led Global Partnership, etc. etc. basic issues related to the total disarmament?

Our feeling produced by the reading of various reportages is that drafting had been done in such a cunning way that it may not occur at all to the audience that America itself is the villain of piece and is solely responsible for creation and proliferation of terrorists who have now, in utter frustration plan to lay their hands on the nuclear wherewithal.

STARTS AND STOPS

Does Washington not know the point where the buck starts?  It starts from its arrogant view of Pax-Americana, it starts from threats to the natural resources of the Muslim world, it starts from change of leadership in Muslim states which refuse to dot the Is and cross the Ts of the United States, it starts from change of leadership and plantation of non-representative leaderships in non-conformist Muslim states, it starts from the American refusal to recognise the legitimacy of the Muslim states where Islām emerges as the ruling power, it starts from the authorship of lies and use of their lies in the decimation of states like Iraq and Afghanistan, it starts from the description of Islām as an ideology of terror and Muslims as terrorists, it starts from the indefensible support of Israel in its periodic slaughters of the Palestinians and expansion of its borders, it starts from the immoral use of Veto in favour of Tel Aviv. Starting from these points that buck stops at the desk of Mr Obama.

Mr. Barack Obama has disappointed the Islamic World, the one-fouth of mankind. The world Muslim capitals were expecting the long-awaited justice from him. But he has proved he is no different from his unjust predecessors.

When the US President congratulated himself after the Summit, claiming the world would be safer after the Summit, many a thinking mind could not resist subdued smiles at his self-delusion. Does he need to be retold that the road to world peace passes through justice, which has been long denied through the unjust policies of the United States of America?

The Western allies of America added to the joy of Mr Obama when Ukraine, Mexico and Canada declared their intention to give up highly enriched uranium. The question is why, Israel did not follow suit? And why nobody raised his little finger against the US, pampered State for its arrogance? Has it no stockpiles of nuclear arms, manufactured regularly after it exploded its first atomic bomb in September 1979? It is here that the rub starts and the buck stops. Based on estimates of the plutonium production capacity of Dimona Reactor in Israel, it is estimated that Israel has about 100 to 200 advanced nuclear explosive devices.

Why Iran alone is the target? Is it because it happens to be an Islamic state, pursuing Shia theology? If that is the criterion, let the Sunni Islamic world particularly read this too-bold writing on the wall of the While House. They should read and reread this writing simply because they happen to be Muslim, pursuing Islām which is a red-rag for the United States and its allies.

INERTIA AND PARALYSIS

Sadly enough, an inexplicable inertia coupled with a paralysis of will has afflicted the Arab World. And they know it. They very well know the Israeli intentions, its plans and plots; one of them is occupation of the vital parts of the Arab World. The future map of Israel includes the regions extending from the Euphrates to the Nile, including parts of Lower Egypt, Southern Lebanon, Southern Syria, lands east of Jordan and the Southern parts of Hedjaz and Medina.

We, in utter desperation, feel one can awaken a sleeping person, but not a wide awoke one. To this problem there is only one solution: Let the masses of the Muslim world unite and force their rulers to act decisively before it is too late.
