Who Will Implement Strict Laws?

The recent blood boiling rape in the national capital is now being followed by the demands for stricter laws. However reading “500 Security Officers Involved in Human Rights Abuse in J & K: Report” (Radiance, Issue No. 39) has compelled me to think who will implement it. The report mentions 214 cases of human rights abuse which includes rapes as well. It is sad to say that those who are involved in rapes are from the security agencies, namely army, paramilitary forces and police. I fail to fathom whether stricter laws help in curbing such grave violence. The paradox here is that one is asking for the implementation of stricter laws from those who themselves have committed them. It is the government of J & K which is allegedly trying to shield the officers from the security agencies. So the question of implementation of laws haunts me.
